The tragedy is the thousands of people in jail who are victims in the war on drugs, people whose punishment was more determined by political expediency than justice. Once presidents used to help ordinary people who were clearly screwed by an overzealous system. No more: its too politically costly for politicians who can't show leadership to work the system for the just.
